Monterey Institute of International Studies President Emeritus and retired US Army Lieutenant General Robert G. Gard Jr. co-authored “Spend More Wisely on National Security” in the March 31, 2009, issue of The Huffington Post. In the article, Gard and Military Policy Analyst Travis Sharp make recommendations for realignment of government spending and reassessment of the federal government’s multi-billion-dollar national security budget. Gard served as president of the Monterey Institute from 1987 to 1998, and is currently chairman of the Center for Arms Control and Non-Proliferation in Washington, D.C.
