An essay by Lt. General Robert G. Gard Jr. (USA, Ret.), President Emeritus of the Monterey Institute of International Studies, was published in the Huffington Post yesterday. The essay reviews the agenda for this week's U.S.-Russian presidential summit and supports the reduction of nuclear arms stockpiles by both nations as beneficial to global security.
