CNS Director William Potter Quoted in TIME Magazine

The current edition of TIME magazine quotes Dr. William Potter, director of the Monterey Institute´s James Martin Center for Nonproliferation Studies in the article “Turning Russian Nukes into U.S. Energy” by Eben Harrell. The article highlights a little-known but hugely successful program called the “Highly Enriched Uranium (HEU) Purchase Agreement.” The agreement, signed by Russia and the United States in 1993, calls for the dismantling of thousands of nuclear warheads and conversion of the weapons-grade uranium in the bombs into fuel for U.S. nuclear power plants. "This is one of the most innovative and successful programs devised, and the concept was so simple," TIME quotes Dr. Potter who added: "When Americans turn on their lights at night they are demonstrating the power of nuclear arms control. I don't think many people appreciate that."
